Please remember that the whole concept of Sport Horse Canada is a work in progress until the necessary votes by each membership are completed. Some of the answers may change slightly as we progress and programs become more developed. You will notice a date beside each answer so that you will see where things were at in the discussions when the answer was posted.

Look for continuous updates here. All updates will bear a date as well. The Joint Committee members are doing the best that they can to iron out the difficulties. It is an important time for all members to step up to the plate and take an active role in your Association and the development of a new vision for Sporthorse breeding in Canada.

Your questions are an important part of the process so please keep them coming.


December 15, 2005 - Questions:

1.D. The website clearly states that the amalgamation will not change the status of any currently registered or identified horses. Will this extend to the approval status of all currently licensed stallions; so if your stallion is approved for breeding in one registry or both, will it stay that way?
2.D. Will the new "studbook" simply identify my next crop of foals as F0 again...back at the beginning or will 25 years of work and selected Canadian Sport Horse and Canadian Hunter breeding excellence be recognized as it is now within the current CSHA studbooks?
3.D. Will my current CSH horse (with half warmblood pedigree) be entered in a "warmblood" book while my percheron/trak/tb CSH mare may be put in some generic "open" book notwithstanding that she is currently holding F2 CSH papers?
4.D. Will this still mean that Stallion owners will have to register with one association or two separate for both (evolving and distinct categories)?
5.D. What will take place for the two Registries' Stallion Auctions?
6.D. Why did the April report on the status of the CWHBA not be made known publicly until last month (September 2005) at Spruce MeadowsÅh?
7.D. What will happen with future stallion prospects?
8.D. Will there be one inspection and one inspection team for all studbooks, or separate ones for each studbook?

1. What's with the name? (Nov.1/05)

The CWHBA representatives at the first Amalgamation Joint Committee meeting held at Spruce Meadows in April 2005 suggested the name "Sport Horse Canada". It was agreed by all present that, at this point, this is a working title only. It was felt that it was as good a name as we could come up with at the time and that it followed along with the general term "sporthorse" that is used worldwide to describe horses involved in the part of the industry that we represent. The Joint Committee understands that it is a name that will not satisfy all members in both organizations but that it was usable until such time as someone could present a better one.

2. What is the Animal Pedigree Act (APA)? (Nov.1/05)

The Animal Pedigree Act is a federal statute under which animal breed associations may be incorporated and under which authority their by-laws are approved for purposes of operating a breed registry. The APA confers certain exclusive authorities on breed associations in return for requirements that they meet the requirements of the APA in respect of registering animals of their authorized breed(s) and that they represent the breeders throughout Canada for that breed(s). All animal registration and certification activities must comply with the requirements of the APA. The APA allows for the fair marketing of animal genetics both domestically and internationally, with special provisions for enforcement under the responsibility in Canada of the RCMP.

The Act's principal purposes are breed improvement and protection of persons who raise and purchase animals. For these purposes, the Act provides for the establishment of animal pedigree associations that are authorized to register and identify animals that have significant value.

3. When is the Amalgamation expected to take place or be finalized? (Nov.1/05)

The intent of the Joint Amalgamation Committee is to be registering the foals of 2006 into the new studbook structure by June of next year.

4. How will I register my foal of 2006? (Nov.1/05)

The Studbook Committee will be working on the structural plan to present to Mr. David Trus at Agriculture/Agri-Food Canada (AAFC) to ensure that it will work within the requirement of the Animal Pedigree Act (APA). A working document will then be prepared to present to the National Boards of Directors of each Association by an as yet to be agreed upon date. The new studbook structure and governance and administration by-laws will dictate how and where you will register your foal.

5. Will my horses' papers change? (Nov.1/05)

No.

The intention is not to create havoc, have horses change studbooks or move to different sections of a studbook. At this stage the talks have centered on having the foals of 2006 entered into the appropriate sections of the new studbook structure. This process will be guided by the regulations set forth by the Animal Pedigree Act (APA) and the placement of animals into a book will not be a subjective choice on the part of the horse owner.

6. What kind of papers will my horses get and who will issue them? (Nov.1/05)

The issuance of any registration or identification paper on an animal will be issued by the overall governing body (which is presently being called Sport Horse Canada). There would then be a designation on the paper as to which book the horse is to found in. There is no decision at this time as to where an office will be located or how it will be staffed, etc. This falls under the Administration Committees' jurisdiction.

7. If an amalgamation takes place will my CSH mare be put into the warmblood book or will she stay where she is? (Nov.1/05)

At this stage all horses that are presently listed with either association will remain in the studbook of the organization where they were originally identified. It is the offspring of these animals that will henceforth populate the new studbook structure according to the basic genetic guidelines used by the Animal Pedigree Act (APA).

Sport Pony Canada (SPC) is in the process of being established as an evolving breed under the APA. SPC members are now working on the studbook structure, constitution and by-laws. 10. Is there going to be an "Amalgamated" Stallion Directory for 2006? (Nov.1805)

As much as it was the Joint Committee's wish that this would be able to take place for the 2006 breeding season it was finally decided at the September 13th meeting that there were too many divergent paths yet to follow before we could proceed with joint venture such as the Stallion Directory. There will be two publications but it is hoped that we can at least mail out the publications together to all members in December '05 or early January '06.

The Joint Committee will be dealing with this issue in the near future. Under the APA section on amalgamation of organizations, guidelines are set up to deal with such issues. When the committee reaches this point in the discussions they will refer to these guidelines to help the process. Whether we are discussing mares or stallions, there are some breeding animals in either studbooks that may not meet the requirements of the other organization. An equitable arrangement will be looked at.

2.D. Will the new "studbook" simply identify my next crop of foals as F0 again...back at the beginning or will 25 years of work and selected Canadian Sport Horse and Canadian Hunter breeding excellence be recognized as it is now within the current CSHA studbooks? (Dec.15/05)

As the Joint Amalgamation Committee is awaiting a response of representatives of AAFC to some studbook questions this is a question that cannot be answered at this time. The committee members are working hard to ensure that this is not the case. As an active CSHA member the new studbook changes (passed by the membership at the 2004 AGM) may already answer some membership questions pertaining to studbook inclusion. Please refer to those changes.

3.D. Will my current CSH horse (with half warmblood pedigree) be entered in a "warmblood" book while my percheron/trak/tb CSH mare may be put in some generic "open" book notwithstanding that she is currently holding F2 CSH papers? The second mare is more valuable to me as a breeder and the CSHA organization because of her level of genetic "pureness". I personally do not want to see these true Canadian Sport Horses that many of us have spent years and years and years to develop suddenly entered into some "studbook" that indicates by the very name OPEN to contain grade or substandard animals. (Dec.15/05)

The term 'Open Sporthorse' book definitely needs to be worked on!

It was named such because at the inaugural meeting the committees did not have a clear definitive answer as to what would be included in either the warmblood or the sporthorse books or how 'evolving' or 'distinct' status would come in to play.

However, that being said, all animals used for breeding within the organization would still have to be inspected and meet the standards of conformation, movement and type. The term 'Open' was not intended to denote that the studbook was a 'catch all' for any and all comers regardless of pedigree or type. The Joint Committees would appreciate any suggestions regarding appropriate names.

4.D. Will this still mean that Stallion owners will have to register with one association or two separate for both (evolving and distinct categories)? (Dec.15/05)

To date, this is still being determined by the joint studbook committee however the main aim is to make this ONE organization with harmonious movement between studbooks based on the principles of the APA. If we have stallions that stand for all the books, then the Warmblood stallion owner can participate in the breeding of sport ponies when bred with pony mares and the offspring meet the Sport Pony requirements.

5.D. What will take place for the two Registries' Stallion Auctions? (Dec.15/05)

We are looking at hosting one Stallion Service Auction for the new Sport Horse Canada. One of the main goals of this amalgamation is to make it more economically feasible for stallion owners to market their stallions to mare owners domestically and internationally. The Joint Programs Harmonization Committee is looking for input for improved fund raising methods and your comments, ideas and suggestions are most welcome.

6. D. Why did the April report on the status of the CWHBA not be made known publicly until last month (September 2005) at Spruce Meadows? (Dec.15/05)

Members at large from both associations are getting confused between the inspection report that was the outcome of the investigation of the CWHBA and the actual response and directions given by AAFC. The report itself was contracted out and generated for the use of AAFC only and not intended for public release, as per normal procedure.

Although the CWHBA Board received a letter in April summarizing the findings of the inspection report, the CWHBA also asked for a copy of the inspection report, which it received in September 2005. The inspection report should not be confused with the letter from Michael Presley to the CWHBA board of directors. In April 2005, Michael Presley (Director General, AAFC signing authority for the Minister) sent a letter and summary that outlined several key findings, the issues in need of resolution and provided various suggestions.

There is nothing else from the inspection report, not provided in the letter and accompanying summary that should be seen as particularly relevant to anyone outside the CWHBA. The summary and letter are based on the results of the inspection but also take into account a fuller analysis of documents and correspondence regarding the CWHBA. The letter represents the official position of AAFC, not the inspection report.

8.D. Will there be one inspection and one inspection team for all studbooks, or separate ones for each studbook? (Dec.015/05)

As one of the main aims of the new organization is to make the programs more comprehensive and more affordable through unification, the joint committee is looking at having one inspection/one inspection team for all studbooks. Of course, there may be specific criteria that will differ between studbooks and that would be taken into consideration in the inspection process by qualified inspectors and through input from the breeding/studbook committee.

From the Joint Studbook Committee conference call of Oct. 19 /05, a decision to incorporate the Stallion Performance Test and to utilize a set and standard of Competition results from both Associations into a new format were agreed upon. This will require more fine-tuning and appointed members are working on this for the next meeting.

As it is certainly your prerogative to register your foals when you wish, it is highly recommended by any organization to have your babies registered in the most timely (therefore, if most registration rules are adhered to, the most cost effective) manner. There are no guarantees that the new organization will be fully functional in time to register the 2006 foals although that is the goal of the Joint Amalgamation Committee.

8.D. Will there be one inspection and one inspection team for all studbooks, or separate ones for each studbook? (Dec.015/05)

As one of the main aims of the new organization is to make the programs more comprehensive and more affordable through unification, the joint committee is looking at having one inspection/one inspection team for all studbooks. Of course, there may be specific criteria that will differ between studbooks and that would be taken into consideration in the inspection process by qualified inspectors and through input from the breeding/studbook committee.

9.D. What will happen with the Stallion Performance Test? (Dec.15/05)

From the Joint Studbook Committee conference call of Oct. 19 /05, a decision to incorporate the Stallion Performance Test and to utilize a set and standard of Competition results from both Associations into a new format were agreed upon. This will require more fine-tuning and appointed members are working on this for the next meeting.

10.D. Will it be a requirement for all studbooks, for only some, or be shelved? (Dec.15/05)

Inspection will be required for all studbooks. The studbook committee is working on requirements and standards and will issue a statement when this has been completed.

11.D. When a new stallion prospect is approved, will he be eligible for breeding to the mare base of both warmblood and open studbooks, or will it be determined at the time of his inspection for which SINGLE studbook he qualifies? (Dec.15/05)

At this time this question is with the Studbook committee. The studbook committee is working on requirements and standards and will issue a statement when this has been completed.

12.D. If the latter happens, will this require separate sections in a combined stallion directory; what then happens to the stallions that were grandfathered into both studbooks? (Dec.15/05)

Good questions! The Studbook Committee will address these and the answer posted as soon as the studbook is developed. Your input has been forwarded to the committee and answers will be posted as soon as we have them.

13.D. I would like to wait until the new organization is up and running to register my foals of 2005. What will happen when the new studbooks are in place? (Dec.15/05)

As it is certainly your prerogative to register your foals when you wish, it is highly recommended by any organization to have your babies registered in the most timely (therefore, if most registration rules are adhered to, the most cost effective) manner. There are no guarantees that the new organization will be fully functional in time to register the 2006 foals although that is the goal of the Joint Amalgamation Committee.
